No — Munich's beer gardens run all summer and the city is lovely year-round. Oktoberfest is fun but crowded and pricey; book lodging far ahead if you do go.
Is Munich a good base for the Alps?
Yes. Fast regional trains reach Garmisch, the Zugspitze, Tegernsee, and even Salzburg, so day trips are easy without a car.
